This hotel gives you a rather dismal first impression: it's embedded in a commercial building on 31st, which it shares with assorted businesses that, for example, sell SIM cards or offer to store your luggage. Many people are always sitting in the lobby, with their voluminous luggage. The hotel reception is only open from 9 to 5 but they have mechanisms to let you check in and out at other times. When you go upstairs, you encounter an old low-marked residential building transformed into a hotel. But, very surprisingly, the room is meticulously clean and offers most if not all of the features you'd get in a mainstream hotel! The only two drawbacks, in addition to the disconcerting lobby, are the street noise and the fact that there's no front-desk support from 5 pm to 9 am. But the hotel is conveniently close to Penn Station and you really get a good deal for the money. I would go again.
